GENERAL RULES

Obligation:
Foreigners are obliged to get permission before they start to work dependently or independently in Turkey.

Obligation of Notification:
The independently working foreigners are obliged to inform the situation to the Ministry of Labor and Social Security within at most fifteen days, from the date they have started working and from the end of the work.

Restrictions:
The employers that employ foreigners are obliged to inform the situation to the Ministry within at most fifteen days when they have started to work, in case they do not start working within thirty days from the date when the working permission was issued, from the end of this date and from the date when the service contract was terminated for any reason.

Working permissions may be restricted for agriculture, industry or service sectors, a certain profession, job or civil and geographical area, for a definite time, in cases where conditions in the business market and developments in the labor life, sector and economic conjuncture conditions regarding employment require.

Right to Cancel:
Ministry of Labor and Social Security is entitled to cancel the working permission it had given and informs the related Ministry about the situation.

Duration of Passport Validity:
Foreigners whose passport validity are not 60 days longer than the expiration date of the work permit will not be allowed to enter/re-enter Turkey.

Work Permit as Resident Permit:
A valid work permits as well as Work Permit Exemp­tion Confirmation Document are considered as residence permit.

Types of Work permit;

  • Working permission for a definite period of time (fixed term work permit). Given for a period of year and extendable for 3 or 6 years. That is the most common type of work permit in practice.
  • Working permission for an indefinite period of time (permanent work permit). Given to holders of a long-term residence per­mit, or those foreigners that have resided in Turkey uninterruptedly for at least eight years with a resident permit, or that have legally worked for total eight years.
  • Independent working permission. Given to the foreigners who will work independently, on condition that they have resided in Turkey legally and uninterruptedly for at least five years.
  • Exceptional Work Permits. Given the certain foreigners under specific conditions.

APPLICATION

Outside Applications:

Applications for work permits can be made inside or outside Turkey.
Foreigners residing outside Turkey shall apply to the Turkish Embassies/Consulates in their country of residence or of citizenship.

Required Documents Individual Applicant:

  • Passport
  • Work visa application
  • 1 photo
  • Employment contract

Applicant Company:
The employer in Turkey should file an online application to the Ministry of Labor and Social Security.in 6 days.
Foreign nationals need an authorized Turkish citizen with a power of attorney to handle their electronic application as the process requires a Turkish national identification number.

Inside Applications:
Holders of valid residence permission ((valid for a minimum of 6 months, except for residence permits for educational purposes) in Turkey or their employers may apply directly to the Ministry of Labor and Social Security.
