Health services stand out as an important cost item in many parts of the world. If you’re insured in Turkey, how can you benefit from health services abroad? Is it necessary to be an insured worker who is on duty? Can the insured, who is abroad for educational or touristic purposes, benefit from health services?

Whether those insured by the SSI in Turkey will benefit from health services abroad depends on the Social Security Agreement made between Turkey and the specific country in question. If there is no Social Security Agreement in between the two states, the insured cannot be covered. In fact, at times even if a country has signed a Social Security Agreement with our country, the health expenses of the insured may not be covered by SSI.

Which Countries do We Have an Agreement With?

Health insurance is applied in Social Security Agreements signed with Germany, Netherlands, Belgium, Austria, France, K.K.T.C., Macedonia, Romania, Bosnia and Herzegovina, Czech Republic, Serbia, Luxembourg, Croatia and Montenegro. In these countries, our insured citizens can benefit from health service providers (contracted health service providers) and health service including SSI.

Who Can Benefit from Healthcare Abroad According to Social Security Agreements?

Social Security Agreements were signed between countries and insured people can benefit from healthcare services abroad through the health service providers in the network, unless there is a contrary provision in the Bilateral Social Security Agreements.

The insured employees, who are affiliated with one or more employers with a service contract, and those who are connected to them with a monthly income and their dependents, can benefit from health benefits on behalf of SGK in countries where there are Social Security Agreements with Turkey.

Apart from 4 / a policy holders (Former SSK), self-employed people (4 / b policyholder – Former BAĞ-KUR) and civil servants can also benefit from contracted healthcare providers while they are in these countries.

Within this scope;

  • Insured people who are sent abroad on temporary duty only for emergency,
