Turkey Grants Permanent Work Permit For Foreign R&D Personnel and Investors

Turkey prepares a spurt in the research and development area in order to achieve innovative technology and high value added products to get a sustainable economic growth rate, which is seen as the only way to promote the competitive capacity of Turkish enterprises and enhance the welfare level of country’s rapidly growing population.

The government proposal “Draft on Amending the Law on Supporting Research and Development Activities and Some Other Laws and Statutory Decrees,” that includes some articles concerning work permits of foreign R&D personnel, is now in Turkish General Assembly’s agenda and is expected to pass through in the forthcoming weeks.

PERMANENT WORK PERMIT BY FAVORABLE OPINION OF MINISTRY OF SCIENCE, INDUSTRY AND TECHNOLOGY

New work permit arrangements proposed in Article 18-20 of above said draft are as follow.

• For the purpose of; strengthening the innovation ecosystem; providing transfer of technology and enabling the domestic companies to produce high value added products by promoting their technological level: Foreigners whose educational level, professional experience, their contribution to science and technology, effect of their in-country activities or investments in Turkey’s economy and employment are found important, may be granted working permission for an indefinite period of time (permanent work permit).
• The work permits that granted to foreigners who are deemed as capable of accelerating the development in the field of innovation and design, will be arranged in a way as not subject to durations specified in Law on The Work Permit for Foreigners No. 4817.
• By virtue of an additional article that will be appended to Law on The Work Permit for Foreigners No. 4817, work permit applications of foreign personnel who work in the enterprises having R&D and design centers, and in technology development zones, will be evaluated by favorable opinion of Ministry of Science, Industry and Technology.
